Johnston County Commissioners Vote

On August 20, I posted a GRNC Alert regarding an upcoming vote by the Johnston County Board of Commissioner on a proposed noise ordinance that included wording that could have made it illegal to discharge a firearm.

Tonight the Board met for the final vote. My wife and I were there, and here’s a quicky update:

Commissioner DeVan Barbour made motion to strike the offensive portion of the noise ordinance referencing firearms. The ordinance was passed.

The Board stated they had received a massive number of emails and other correspondence in protest of the ordinance. There were approximately 200-300 people in attendance. I took a couple of snaps with my phone.

A dang good turn-out if I may say so … and I may …. it’s my website ya know.

That’s all I have to report for now, but I do have a few thoughts I’d like to get on record before they fade away.

This whole thing is about a noise ordinance – a law to restrict and/or reduce annoying noise. All of us have machinery, devices and tools that make lots of noise – cars, trucks, motorcycles, lawn mowers, chain saws, generators, leaf blowers …. and guns.
All of these things have something in common; they all are required by government to have mufflers. Except for the guns, the devices that make the most noise do not come with mufflers and we are forbidden to put mufflers on them. If we put mufflers on our guns without the government’s permission we go to jail. If we even own gun mufflers without the government’s permission we go to jail.

Now, If the government stayed within it’s constitutional authority, gun mufflers (or silencers/suppressors ) would probably be a standard part of most weapons – and we wouldn’t have to be arguing with county commissioners about whether or not noise ordinances should include firearms.

As for the turnout, I found it encouraging to see a couple hundred citizens showing up in support of their rights. These people would not have been there over a simple noise ordinance, or most any other type of discussion. But this involved our constitutional right to keep and bear, and the people of Johnston County have now made it perfectly clear, on two occasions, that they will not tolerate infringement.

This story is not over. There’s more to this ordinance than what meets the eye (or ear). Rumors abound, that there are circumstances/problems which the board of commissioners is trying to address. After talking with several people, including a commissioner, Donna and I are of the opinion that the board may not be acting in malice or but are actually attempting to solve a problem that very few Johnston County residents are aware of.
I don’t have enough facts right now to say any more than that.
